Can I use this as a topcoat for surface repairs?

Yes, but as this is a gelcoat (designed to cure away from air inside a mold), for surface repairs you should add 2% Blue Gee Wax in Styrene (sold separately) to allow it to cure tack-free for sanding and polishing.
